The letter B refers to the pattern of electric staff. In Vic there was A, B, C,
D, E  patterns. I think F pattern existed in some other states. Each pattern
had a different arranement of rings so that a staff for one section could not
be placed in the staff instrument for another section. (Some signalboxes had up
to 5 instruments)

Each set of staffs for a section were numbered from 1 up so that is what the
number means. Staffs were numbered so that in case one got lost the fitters
could put the instruments back in sync, a bulletin would then be posted saying
staff No. x has been cancelled. This meant that that staff was no longer valid
for the section. This was done because if the staff was found, using it would
destroy the integrity of the system.

BTW, does the number appear once or twice on the staff?
