[Melb] Bayside and Y2K bug (overheadpower)

Just a note about the train services on New Years Day for Bayside. All
the trains will have a layover at 1am. Like the Broadmeadows train
arrives at Essendon at 12:47 then departs at 1:03. Same for Footscray
(on St.Albans Train), Newport, and Coburg.

The reason for this is that the power suppy in Victoria works on EST
(Eastern Standard Time) not EDST (Eastern Daylight Savings Time).
Therefor if there is to be any power supply problems (Y2K bug) then
it would happen at 1am not midnight.

Umm, the V5P key will have to be used at Coburg, otherwise the booms
will stay down for 17 minutes at Bell Street. So sometimes they do
use the V5P (or 5P) key switches on the end of platforms for the level
crossing.
