If the controller did not hear the fake message, then you can bet your life
the aircrew would detect a different voice, and if they didn't, somebody
else would.

If that did not occur, then passenger carrying aircraft carry an
anti-collision avoidance system (cannot remember the acronym at the
moment) - so any potentially dangerous command would be picked up by that.

Even if it didn't, and an aircraft was given permission to land when it was
not safe, the minimum visibility requirements would ensure that if the
runway was obstructed, the crew would have time to abort the landing (not
sure what would happen if there was a conflict on a cross runway though).
