No.  Pure "time interval" does not assume the section ahead may be
blocked.

There has always been a fallback to a "low speed, prepare to stop
clear of an obstruction" option, even in manual block signalling days.
If communication between signal boxes was lost due to telephone and
block instrument line failure, a "visual rules" regulation existed to
allow traffic on double line sections to continue.
