I watched many "clients/passengers" entering Flinders Street Station who
showed their previously validated Metcard to Hillside staff at a manned
barrier as they entered.

As these "clients" did not revalidate  their Metcards, are these people
criminals and/or are the staff criminally negligent in allowing this to
happen?

This incident shows that the requirement to revalidate is not really
workable,
