Western Line Re-Sleepering

I noticed that most of the line between Orange and Monlong has been marked
with paint. (old sleepers with paint mark). Does this mean that that
resleepering is to commence soon or was it done for some other purpose? I
suppose if resleepering and other works are to commence, the main west
beyond Lithgow has a more certain future than it did in the past. It seems
that freight traffic continues to grow on the line, even though most grain
traffic now seems to be travelling via the south and the Hunter.
