You relayed their policy. Many shops also have a policy of displaying "No
Refunds" signs, which are unlawful to display. The fact that it is their
policy does not mean it is lawful. Many government departments and bodies
implement policies which are unlawful - hence the need for bodies such as
the Administrice Appeals Tribunal, etc. - to stop these bodies from taking
the law intot heir own hands and doing what they want. I repeat, the fact
that QR have decided that this is their policy does NOT make it lawful,
unless there is a legislative or regulatory basis for doing so.
