They do that to establish long term trends - but these timetables had to be
prepared weeks in advance, to enable rostering, pathing, etc to be
completed.

Another thing to consider is that CityRail is many, MANY times bigger than
the STA, with a grossly more intensive service - it is a lot harder to
change it on the fly in Sydney.
