R707 to Ballarat (and no return)

Today R707 ran a special train to Ballarat, first it had no banker
loco out to Lilydale in the morning and R707 is still at Ballarat
and N463 had to bring the train back to Lilydale (and Newport)
What was the reason for the failure?
