No they could not.  The underframes were no good and not suitable for
loco-hauling.

And your point is?  The budd cars were loco-hauled, meaning CityRail would have
to go and buy locos, as they don't own any.  Also, the turn around time at
Telarah would go up from 3 minutes to 15 minutes.  Same at Newcastle, and there
would be less platforms available.
