7014 to Echuca

On sunday the first passenger train (sprinter number 7014) ran to Echuca sense the upgrade of the Toolamba Echuca section, for an RTA tour. Although the line has been completed for some time now, and fright has started running along it, still nothing has been in any of the local papers regarding the line being reused, but it is not like they do not know about it. What will it take a death at a level crossing for it to make the papers, and get the locals attention that the line is getting used again, as many locals have become complacent when approaching the crossings.
Who were the people that were at Tatura taking photos of this train, and asked about the rice trains that are now running.
What standard dose a track in Victoria have to be to have it's speed increased, or load limit increased or changed?
