According to Thursday's Age, yes! They will be conditions on whoever
buys the trains/trams:

* $27M electrification St Albans to Sydenham by June 2001
* $9M tram extension Mont Albert to Box Hill by June 2002
* Extension of Collins Street trams to a new South Melbourne terminus
to service Southbank and the Casino by June 2000
* Train track upgrades near North Melbourne by June 2000
