In VR, the policy arose because the larger loco would be the one with
dynamic brakes.
Hence the breaking of the rule by the then Apex train: the need for dynamic
braking was not as great in the empty direction.
The VR requirement that a diesel loco be the leading one in a diesel &
steam combination was from a desire not to have the diesel loco's air
intake fouled with soot or other horribles.
