For further info:

Perth has 40 2-car sets. Midland-Fremantle is limited to 1 set per train due
to platform limitations. Armadale-Joondalup can run 4-car trains, but many
peak hours ops are just 2-car. There is overcrowiding. 5 more 2-car sets
were ordered from Walkers.

I personally doubt if they'll even scratch the surface of the problem, but
maybe in the meantime security concerns (a widespread symptom of total
failure of our society to instill any values into its juveniles) will drive
patronage down to the capacity of the system?
