Regarding attracting new business to railway,

aside from their Perth terminal location woes, weren't SCT not only
preserving traffic on rail that NR aimed to jettison, but also growing the
biz (but again it's those runs to Perth)?

Maybe, just maybe, getting the Perth and NT traffic up to the 80+% modal
split might, just might, be the nucleus of traffic/business led quality of
track investment (e.g. Adelaide-Melbourne Vic section for starters) which in
turn opens up better opportunities for medium-haul operations.

Maybe this is more than a dream, maybe it is real light at the end of a
finite tunnel.
