Thats what I also think, but every reference to the Westrail S class
as a GT42C.

G=Roadswitcher (think of a better name) end cab design, like V/line T,
Westrail Q and SRA 90 class locomotives.
T=Turbo
42=EMD 12cylinder 710 engine.
C=Co-Co 

Where JT42C fits better, J=double ended and/or end cab design.
Like the SRA 82 class (JT42C), Comalco R1.004 (JT42C) and V/line N
class (JT22HC-2).
