Correct on both counts.  It has to take water both ways.  A tank is to
be installed at the up end of Colac platform (it's original position),
with an outlet suitably located at each end of the platform.  Yes the
original tender is being modified, no at this stage there will be no new
tender built because you couldn't turn the loco without splitting tender
and boiler unit.
