It is for all of QR and will come into effect from June 1. As far as
I know it is only the first character to change. The new characters
include specifying an electric multiple unit of 6 or 3 cars,
Interurban Multiple Units in 6 or 3 car sets, the Tilt Train, and
more, including the maximum speed of a diesel or electric loco.

Here are just a few:
 ...
1 Elec multi unit 6-car passenger train
 2 Empty elec Multi Unit
3 Diesel hauled passenger train max 80kph
 4 Empty diesel hauled carriages
 5 Passenger rail car
 ...
A Elec hauled passenger train max 100kph
 B Empty elec hauled carriages
 ...
J Elec multi unit 3-car passenger train
 K Diesel standard gauge train
 ...
P Diesel hauled passenger train max 100kph
 Q Elec Tilt Train
R Steam light engine / Empty carriages
T Elec IMU 6-car passenger train
U Elec IMU 3-car passenger train
W Elec hauled passenger train max 80kph
 X Elec ICE passenger train
 ...

There is no I, O, V or Y.
