It'd reduce the exhaust flow, the same as fitting a small exhaust to
your car.  What's the first thing that gets trashed to improve a car's
performance - the exhaust, you generally want to eliminate
back-pressure. 
While the turbo's being wound up, the motor exhaust flow is restricted.  
The other thing is that while the turbo's not in it's working range,
you're basically running a non-turbo engine, which (due to the turbo
being there) has a lower compression ratio, hence has less power.  I dug
out some more time logs for A, one for an N, plus some X's, will post
them over the weekend.
