I add my support to this view. There is no reason why the
train crews' names should be posted, even if they were noted
in a public document 20 years ago.

IMO, if the inquiry were to be held again today, the actions
of the train crew would barely rate a mention. More emphasis
would be placed on how a train came to be travelling at
normal speed on track not capable of carrying it safely!

While there may be value in re-examining some facets of the
accident causes, there is absolutely no value in causing
distress to staff members of the time by repeating their
names in a public forum. After this length of time, they
have a right to their privacy.
