This is not at all unusual. The WCR S is on it's way to Ballarat. The
general pattern at the moment is to double-head 8220 to Geelong in the
morning, take the lead loco off (there's plenty of time, as 8220 usually
arrives at Geelong up to 10 mins early), the second loco runs the train
to Melbourne, while the lead unit goes to Geelong Loco, then to Ballarat
(powering) on 9137 Cowangie goods. WCR loco's are usually worked back
on 9138 to Geelong, then dropped onto 8220 at Geelong and hence back
into service.

Cheers,
Craig.
