I would suggest the answer would be "not in the immediate future".
On 26/11/1997, the Department of Transport withdrew the preferred
bidder status of the Glenreagh Mountain Railway and the Expressions of
Interest process was declared closed.   Sale of the Dorrigo branch is
now a decision for State Rail - remembering that the closure Act
requires that if the line is sold, it has to be utilised as a tourist
railway.

A detailed report (compiled from the Newsletters of the DSR&M Ltd &
the GMR) appears in the February/March 1998 issue of THE RAILWAY NEWS.
