Not sure about this one, but it certainly would not have had anything to do with
double stacking.  You will NEVER see double stacking East of Lithgow.  You will
NEVER see double stacking North of Goulburn.  You will NEVER see double stacking
South of Broadmeadow, and probably never on the North Coast either.
