Yet in the case of full or partial cab signalling, the ATP would apply the
brakes to prevent overspeed and SPAD related incidents. So far it seems
likely that this accident would have been completely prevented if the system
was equipped with ATP. If the government deems ATP too expensive, then this
sort of accident has to be expected as a rare, but potentially devastating
consequence.
