Webb Dock - What's Up Dock?

They (presumably the phantom rail-removers) have attacked the least
used rail line since Kilmore-Lancefield and removed about 2 kms of it.
>From just before the up-side of the Yarra bridge to about 1,5kms past
it. The rest of the track appears to be intact. 

Does anyone know what this line is intended for? The normal procedure
for tearing up a line is to start at the end and work back. They
seemed to have "attacked" it at the middle, do they intend to work in
opposite directions at the same or is this some diabolical plot by
Toll to reconstruct the line with a more direct connection to Dynon?
