AFAIK, the division is far deeper than simple revenue purposes.
V/Line was split about 10/97 into V/Line Freight and V/Line Pass prior
to privatisation and sell-off as separate entities.  Loco rosters of
the split were published here on aus.rail in 10/97 (check railpage's
aus.rail archives or do a dejanews search).  The prospective
purchasers have to know what's in the deal, hence the roster split.
At the time, some V/Line drivers commented in this newsgroup how they
were now working for VLF and no longer driving passenger trains.

The loco split was, from memory, fairly obvious....all X,G,S,T to VLF,
A60/62/66/70 to VLP, balance to VLF, P1-P17 VLP, P18-P22 VLF, all N to
VLP, Y a couple to VLP, balance to VLF.

It's now rare for locos from one organisation to be working on the
other's trains, hence the comments.

Oh come on, Stephen, don't be so hard on yourself <g!>:  there's
enough people here to jump on you when you put your foot in your mouth
without you doing it to yourself.
