Could be, ......but most of it will be private capital.
That is slightly more palatable than the public money
that have been wasted over the years on the most
disjointed, fractured and parochial rail system in the
world, the "Railways of Australia".
Gough Whitlam for all his faults gave Australia the
chance back in the seventies for a large country with a
very small population base to put railways on a unified
basis, it was rejected, it will never be sorted now.
