I understand that they are considering just this.  Transfield (and maybe
others) are working on options for a privately owned line from Toombul to
the airport - on viaduct all the way.  The services would be integrated
with normal citytrain services.

I understand that this is still in the proposal stage - but a decision is
expected in the next few months.
