Just another thought - would this be to do with the fact that under
privatisation, Bayside trains area stops at Pakenham and Vline
Passengers area starts there? In my understanding (corrections
gratefully accepted), at present a Vline conductor boards the Met train
at Pakenham and technically it becomes a Vline Passenger service
operated by Met Trains. Therefore under privatisation, Vline Passenger
will operate their own trains past Pakenham, after all who is going to
have their own fleet lying idle to pay Bayside to operate a train simply
because the overhead is there.
	To draw a long bow here, the overhead will then probably eventually be
ripped up past Pakenham as Vline Passenger will never buy electric fleet
to support ten or so stations thus Privatisation will kill the last of
the electrified line to Gippsland. I am sure the British must feel they
got value for money from Operation Phoenix.
