It is my understanding that, in Victoria, the official closure is, or
was, by way of a Secretary's Branch official notice.  A Government
Gazette notice may be obligatory.

In NSW, it is my understanding that an Act or Regulation of Parliament
is required to close a line.  It's a bit of a pain in the bum doing
this and that appears to be the reason that so many lines in NSW
remain officially open on the books- mileage has hardly declined since
the peak of mid-century, whereas Victoria is down to about two-thirds
(?).
