This was because of the failure of the rostered locomotive.

There may be contractual problems here - FreightCorp does not own the 82's,
and they may not be permitted to use them on the passenger services. Or,
more probably, they may wish to utilise these "power-by-the-hour" machines
on services that actually make money.
