I seem to recall an obscure plan to build a loop from the line from Albion
to Jacana to Melbourne Airport to provide access for the inbound and
outbound Sydney XPT trains, Fast suburban trains and superfreighters.  The
XPT's would start at Spencer street and then run to the Airport where a new
interstate station would have been built and then back to the main line to
Broadmeadows and beyond.  Fast suburban services would run on a broad guage
link from the Airport to Albion then follow the existing line to the city. 
Freight trains would also travel to the airport to a new road-rail-air
freight centre so as to provide a new freight centre based near the major
freeways and where most of the big transport companies are anyway.
