Not quite, the D class 4-4-0 (formerly NSW Q class)
were the first Loco's, in service 1913.

The G class were the "first" pass loco's, they were in
service early 1914, the inaugural East West passenger
train never ran until 1917.! The G's would have hauled
many "passengers" before this, during construction of
the Trans Australian Railway.
