I have been involved in municipal council tendering/contracting for a
few years now and it is interesting to note that most tender documents
would state (something along the line of) "... cheapest will not
necessary be accepted ...". Rubbish! When the money is tight, why
wouldn't anyone go for the cheapest. Afterall, I haven't heard too many
tenders that are awarded to the "MOST EXPENSIVE" submissions!!!!
