Well it has to cross the Nepean River.... once.. if not more times depending
on the route it takes... Not a bad idea.... BUT....

Why would they want to spend money on something that's not there......
Doesn't sound right too me....

To the point... I'd say yeah it is possible IF they buy land and houses from
people.... theres a Winery under the bridge over the Nepean river for the
By-pass
