It's been known for years that V/Line was to be privatised, so it makes
sense to get the rollingstock as it becomes available knowing that at some
stage in the future you can make an official announcement when the "for
sale" sign officially went up. Even before this, WCR had eyes on the
Mildura line. I (personally) heard them talking about it back in 1993!
