Because Melbourne's rules are amongst the world's worst: customers are
expected to wear the inconvenience and workload of a shoddy design, far
from world best practice.
To create a customer-friendly system:
* All machines should sell all ticket types..
* All selling points (including on trams) should have note-accepting
machines.
* Note-accepting machines should be able to give change for any ticket type
from at least $20, preferably $50, as $50s are what bank atms dispense.
Once a ticket is valid, it should never need to be 'revalidated'.
