Not quite. They are considering allowing private operators to reopen some
branch lines, but only those where the track is still there!

lease back to Cranbourne.

The big one you've missed, and the only one under active consideration, is
South Geelong to Leopold.

V/Line doesn't have enough Sprinters to cover the current services, let
alone new ones.
