We probably would.  Bradfield's initial, and uncosted *proposals*,
were still largely for a rail system focused on the Sydney CBD.

Its easy to draw notional lines on a map, its a lot harder to turn
notional proposals into workable plans, and harder still to find the
money to implement the plans..... as history has adequately
demonstrated many times over the years with public transport projects
around the world.
