The tunnels in the platform area have had a false floor built in them
about half way up to provide two levels of parking, with a ramp
leading down from the upper level to meet the lower level in the
double track width "crossover" area to the North of the platforms.
Wynyard Lane is quite a bit above even the higher of the two levels in
the former tunnels.

The platforms occupy pretty much the whole length of Wynyard Park and
the track level is quite a distance below the surface, even allowing
for the fall of the land towards George St.  If you take a look at
some of the pictures that have been published of the excavation for
Wynyard  (i.e. Electric Railways of NSW, page 39) you can see how far
down the tunnel floor is compared to the surface.   

The eastern two tunnels actually end about a block or so beyond
Wynyard St and that's where any surface connection for the trams would
have had to have started...... even then it would have to have been at
a fearsome grade.
