S CLASS / Track standard

I know V/Line Freight has four S class being 301, 306, 307, and 310, but
where are they now, as they have left Geelong, and Geelong people say they
have gone to be stored, but WHERE?
What standard dose a track in Victoria have to be to have it's speed
increased, or load limit increased or changed?
