Both sides of the equation have jobs to consider apart from just the
drivers...

If I remember the original posting, 80 jobs referred to 80 truck drivers.
On the road transport side, what about:

Road Maintenance crews
Policing and RTA authorities
Trucking company admin, logistics etc staff
Highway support (service stations, fast food operators etc)
