If its the last vehicle on the train and it passes the holding test
and the air brake applies and releases with an automatic application,
what's the problem??????

Never heard of push-pull trains? If the trailing loco fails you are
hauling a loco at the rear of the train.

The conflict between the rules in different systems is amazing. What
is okay in one state is an anathema in another. Wouldn't a national
set of rules be great.
