A dead attached loco is supposed to be attached to the rear of the
leading locos. As it was on the rear of the train instead, the 3 & 4
hoses couldn't be connected of course, so the brakes have a tendency to
creep on. Therefore the loco must be manned to enable the brakes to be
released.

Also as the main Reservoir hose couldn't be connected, the dead
locomotive device would have to be used.
