We have an old (~1944) Morgan's Melbourne street directory (part of a 
substantial map collection), that among other things, shows the northern
end of the proposed railway in the Northland/east Preston area.

In general: perhaps visit the State Library's Map Library, nr the SW
corner of Latrobe and Russell, in Melbourne. They might be able to help
with old maps of Melbourne. 
(While not Melbourne, we also have 3 or 4 Broadbents maps of Victoria from
the early 1920's, showing a much more expanded Victorian railway network!)
