In Victoria loco and track certification seems to last forever.
Basically the crew concerned have to be certified for the track and the
locos so ,EVENTUALLY, the answers could be:-

> - The regular passenger train hauled by a V/Line Freight A class.
> - The regular passenger train hauled by a V/Line Freight X class.
> - A regular passenger train hauled by a steam loco, solo or leading.
> - A regular train hauled by a preserved diesel of a class not in the
> V/Line Passenger fleet (e.g. B, S, GM, T), solo or leading.

The regular crew plus a pilot driver if the regular crew are not certified
for the loco. (this applies for all above trains).

> - A special train to Albury hauled by an N.
VLP crew
> - A special train to Mildura hauled by an N.
VLP crew plus a pilot driver from Ballarat unless the VLP crew is certified
for the Mildura line.
> - A special train to Albury with a WCR or preserved B/S.
VLP crew plus pilot driver if VLP crew not qualified in B/S or WCR crew if
they end up with their own) plus a pilot driver.
> - A special train to Mildura with a WCR or preserved B/S.
VLP crew qualified in B/S plus pilot driver past Ballarat.
> - A special train to Albury with a WCR, GNRS or preserved T.
VLP crew certified in T class.
> - A special train to Mildura with a WCR, GNRS or preserved T.
VLP crew certified in T class plus pilot.
> - A special train hauled by a preserved Y class diesel.
VLP crew. VLP has 4 Y class so certification for locos would not be a
problem.
> - A special steam train hauling V/Line Passenger cars to Albury.
> - A special steam train hauling V/Line Passenger cars to Mildura.
> - A special steam train hauling WCR passenger cars to Albury.
> - A special steam train hauling WCR passenger cars to Mildura.
> - A special steam train hauling preserved cars to Albury.
> - A special steam train hauling preserved cars to Mildura.
For the above group it depends on who hired the train. If you are certified
for the loco and the track then away you go. My guess is that in the short
term there will be enough VLP drivers certified in Steam to run any
specials with a pilot , if required, to/from Mildura.

Regular crew plus pilot certified in steam loco.
> - A special goods train hauled by a steam loco.
> - A special goods train hauled by a preserved diesel.
So far only NRC has advertised crews for hire but others will probably
follow. A pilot certified in the loco may be needed if the crew supplied
are not qualified.
> - A DERM or DRC to Albury.
> - A DERM or DRC to Mildura.
VLP driver certified in DERM/DRC plus pilot for track if required. (VLF and
NRC also have DERM/DRC qualified drivers)

3801 ltd have their own crew and would probably supply their own. Other
steam locos would be crew certified for track plus pilot for loco.

Eventually as long as you are certified in the loco and the track you will
be able to run the train. It won't matter who you work for. Each Rail
Operator with crews will be able to negotiate to run any trains as long as
they have locos and crews available.

Another poser - since September 7th, 1997 no VLP trains travel to/from
Ballarat via North Shore. IF the line via Bacchus Marsh is unusable for any
reason do the VLP drivers require a pilot driver from Ballarat to North
Geelong ?
