PHCH Coal Hoppers

On close inspection of the new PHCH coal hoppers they appear to be
identical to the FreightCorp batwing hoppers except that the ends are
painted green rather than blue. I gather that the first letter in the
coading (P) identifies it as being privatly owned. What has me tossed
however is the numbering system , if you can call it that. Unlike
FreightCorp waggons that use a sequencial numbering system these numbers
are all over the place. one wagon will have a number starting with a
1----- the next 2---- then 3----- then 2----
again. What logic do they use?
