I would suggest this person to choose a Central European city at random.
The probability _not_ to get a zonal, multi-modal transit system there is
approaching zero rapidly (in my country, Austria, there are actually only
a few 1000km² of 83 000km² left that are not covered by zonal multi-modal
transit systems!)
