Yes, Peter is right,

The tunnel was partially excavated during building of the Festival
Theatre but filled in again later

An expert on this is ex SteamRanger volunteer Frank McDonnell
(586 Morphett Rd, Dover Gardens, SA) who has recently retired from
TransAdelaide and is an eager History Trust volunteer. You might like
to drop him a note.
