The way to do this is to not check for tickets at destination stations and
to switch off any automatic ticket checking gates. And also to have no
inspectors checking for tickets. That allows people to travel for free and
hurts the government etc.

The difference is that to give tickets away for free is a criminal act
(related to stealing).
